MANUFACTURED HOME PARK RESIDENTIAL DISTRICT (R-6)

SECTION 1200 - PURPOSE OF THIS DISTRICT

The purpose of this district is to provide for needed and properly planned Manufactured Home and/or Travel Trailer Parks. Under the following conditions and such other limitations as may be prescribed by the Board to protect the character of the neighborhood, manufactured home and/or travel trailer parks may be permitted only in the "R-6" Residential District in which spaces are offered on a rental or lease basis for owner occupied manufactured home combination are both offered to the public on a rental or lease basis. It is the intent of this Ordinance that these districts may be located only in such areas as to not adversely affect the established residential subdivisions and residential densities in the county.

In approving a manufactured home and/or travel trailer park there may be imposed such reasonable requirements as to screening and other features of the development as are deemed necessary to protect adjacent property and prevent objectionable conditions.

SECTION 1201 - LAND USES PERMITTED

(a) Single-family manufactured homes and/or travel trailers, either owner occupied or on a rental or lease basis.

(b) Private lakes, swimming pools, open space and other private recreational facilities intended only for the use of the residents of the manufactured home park.

(c) Laundromat, vending machine center, and related auxiliary uses incidental to the primary manufactured home uses, provided that such structures for auxiliary uses do not constitute over 10 percent of the total site area of the manufactured home park, and further provided that they be exclusively for the use of the residents of the manufactured home park.

(d) Accessory uses and structures a defined under Article II of this Ordinance.

(e) Private streets (circulation drives) in compliance with Section 1209 of this Ordinance.

SECTION 1202 - CONDITIONAL USES AND STRUCTURES AS PROVIDED IN SECTION 2406

The only conditional uses or structures which may be considered in R-6 districts are public or quasi-public facilities and utilities in compliance with Section 414 and other regulations of this Ordinance.

SECTION 1203 - SITE PLAN REVIEW

No building permit to construct a new manufacture home park or to expand (by the addition of one or more spaces) an existing manufactured home park shall be issued until the applicant for the building permit has complied with the provisions of Section 2408 relative to Site Plan Review. All new manufactured home parks established after the effective date of this Ordinance shall comply with all of the provisions herein. With regard to manufactured home parks established prior to the effective date

of this Ordinance, which are expanded (by the addition of one or more spaces) after the effective date hereof, the expanded portions of such parks shall comply with all applicable provisions of the Ordinance.

SECTION 1204 - BUILDING PERMIT REQUIRED

Prior to the placement of any manufactured home in a manufactured home park, the owner of the manufactured home shall apply for a building permit (see also Section 2401 of this Ordinance). All utility connections will be performed in accordance with the latest edition of the Southern Standard Building Codes and other applicable codes by qualified, licensed and bonded contractors.

Furthermore, any person responsible for placing a manufactured home in a manufactured home park shall comply with the tie down standards prescribed in the Resolution adopted by the Hinds County Board of Supervisors on April 14, 1980.

SECTION 1205 - DIMENSIONAL REQUIREMENTS

1205.01 Minimum Size of Park: 5 acres.

1205.02 Maximum Density: The maximum density shall not exceed 12 manufactured homes per gross acre, or 14 travel trailers spaces per gross acre.

1205.03 Maximum Building Height within Manufactured home Parks: 20 feet

1205.04 Minimum Set-Backs for Park Perimeter: All manufactured homes shall be located at least 25 feet from any property line or any existing or proposed right-of-way line of a public street or road. This park perimeter setback shall be a landscaped open area with no encroachments permitted, including parking lots, patios, or swimming pools or other paved areas except for entrance/exit driveways (front yard only).

1205.05 Minimum Manufactured Home space (Lot Area) Within the Park: 2,800 square feet.

1205.06 Minimum Travel Trailer (Lot Area) Within the Park: 1,500 square feet.

1205.07 Minimum Space (Lot Area) Width Within the Park: 35 feet measured at the front set-back line.

1205.08 Required Set-Backs for Individual Manufactured spaces (Lots) Within the Park When Manufactured Home is to Face the Street:

(a) Front yard: There shall be a minimum distance of 15 feet between an individual manufactured home and the adjoining pavement of a private street or common parking area or other common areas. If manufactured home abuts a public street, a minimum distance of 20 feet shall be required.

(b) Side yards: There shall be a minimum distance of 10 feet between all manufactured homes and the side yard lines of each manufactured home space (lot). On corner lots there shall be a minimum side yard of 20 feet on the corner side.

(c) Rear yards: There shall be a minimum distance of 8 feet between all manufactured homes and the rear yard lines of manufactured home space (lot).

1205.09 Required Set-Back for Individual Manufactured Home Spaces (Lots) Within the Park When Manufactured Home Is to be situated Perpendicular to the Street:

As distinguished from the definition of front, side and rear yards of conventional street facing development, the following setback requirement shall apply to manufactured homes where so planned to be situated perpendicular to the street frontage (i.e., face toward manufactured home on adjoining lot).

(a) Setback from street: There shall be a minimum distance of 15 feet between an individual manufactured home and the adjoining pavement of a private street or common parking area or other common areas. If manufactured home abuts a public street, a minimum of 20 feet shall be required.

(b) Front yard: There shall be a minimum distance of 15 feet between all manufactured homes and the side lot line to which the main entrance to the manufactured home is facing toward.

(c) Rear yard: There shall be a minimum distance of 8 feet between all manufactured homes and the side lot line parallel to the rear of the manufactured home (i.e., the yard space opposite to the front yard as delineated above).

(d) Side yard opposite street frontage: There shall be a minimum distance of 10 feet between all manufactured homes and the side lot line opposite the street frontage lot line.

SECTION 1206 - SERVICE BUILDING

A service building containing mechanical laundry equipment consisting of a minimum of one washing machine and one dryer for each thirty (30) manufactured home and/or travel trailer space shall be provided in each manufactured home park. In addition, for each ten (10) travel trailer spaces, there will be required in the service building one (1) flush type toilet; one (1) lavatory and one (1) shower each for females; and one (1) flush type toilet, one (1) urinal, one (1) lavatory and one (1) shower each for males.

If travel trailer spaces are provided in the park, there shall be required at least one sanitary dumping station for the purpose of accommodating travel trailer holding tanks.

SECTION 1207 - RECREATIONAL AREA

A minimum of five percent of the gross land area of each manufactured home park shall be set aside as a recreational area or common open space for park residents.

SECTION 1208 - OFF STREET PARKING REQUIREMENT

In order to provide for free movement of traffic through the park on park streets, no on-street parking shall be permitted on any manufactured home park street. See Article XXII for the off-street parking requirements of this district.

SECTION 1209 - PRIVATE STREETS WITHIN MOBILE HOME PARKS

All streets (circulation drives) within a manufactured home park shall be at least 20 feet in width for one-way streets and 30 feet in width for two-way streets, with a minimum of six inches compacted clay gravel, and shall be surfaced with asphalt or concrete. Proper Maintenance of all streets within manufactured home parks shall be the responsibility of the owner or operator of the park and not Hinds County.

SECTION 1210 - UTILITIES AND DRAINAGE

Utilities (electrical power, natural gas, water and sanitary sewerage) and storm drainage shall be provided in all manufactured home parks in accordance with the requirements of the Hinds County Subdivision Regulations and applicable codes adopted by Hinds County. Specifically, each lot shall be provided with a sanitary sewer tap to a public or approved private sewerage disposal system and all manufactured homes shall be connected to such system. Each lot shall also be provided with a water tap from a water supply system approved by the Mississippi State Board of Health, with an exterior spigot or faucet provided on each lot. The maintenance of water and sanitary sewage facilities and storm drainage facilities within manufactured home parks shall be the responsibility of the owner of the park and not Hinds County.

SECTION 1211 - FREEDOM FROM FLOODING

All manufactured home parks shall be located on ground which is not susceptible to flooding and graded so as to prevent any water from ponding or accumulating on the premises.

SECTION 1212 - FREEDOM FORM FLOODING

The owner or his authorized representative of a manufactured home park shall provide adequate refuse collection stations approved by the Hinds County Health Department for the proper storage of all refuse produced by residents of the manufactured home park and shall be responsible for the cleanliness of the premises.

SECTION 1213 - EXTERIOR LIGHTING

Adequate street lights shall be provided by the park developer or owner consisting of a minimum of one (1) night light operating at night for each fifteen (15) spaces or portions thereof for the save movement of vehicles and pedestrians at night.

SECTION 1214 - ANNUAL INSPECTION

It shall be the duty of the Hinds County Inspectors to make an annual inspection of each approved manufactured home and/or travel trailer park and cause the owner to be duly notified in writing with a list of existing violations, should there be any. It shall be the duty of the owner to correct each and all violations within thirty (30) days of the receipt of such notice or be held in violation of this ordinance. The inspectors may make periodic inspections as they deem necessary.

SECTION 1216 - REQUIREMENTS REGARDING EXISTING NARROW STREETS, UNPAVED STREETS AND PROPOSED NEW STREETS

The developer of any manufactured home park shall comply with the provisions of Sections 425, 426 and 427 of this ordinance.
