  Message on specific channel to control the pitch wheel.

  Data is send in the following form:

    1110nnnn    Pitch Wheel Change; n=Channel [0.15= Channel 1.16]
    0bbbbbbb    LSB of pitch wheel
    0vvvvvvv    MSB of pitch wheel
                (value=vvvvvvvbbbbbbb [0.16383])

  Transmission will take 0.96 ms.
