  I saw an article on Page E15 of the Sunday Dec 4th, 1994 Atlanta Journal
  and Constitution newspaper: "Want to try balancing the federal budget?".

  This is a Windows "game" of trying to balance the federal budget (or, at
  least keeping entitlements from eating everything) by 2030.

  Score <99 = increased deficit
  Score 100 = maintain deficit of 2.5% GNP (as currently it stands)
  Score 115 = balanced budget
