 twCentre( nRow, cString, cAttr )
 ----------------------------------------------------------------------------
     Centers a text string in the active window at a given row and in a
     specified colour, WITHOUT padding.

       Arguments:

     nRow    -  'N' Relative Window Row Number.

     cString -  'C' String to be centered.

     cAttr   -  'C' Clipper colour attribute.

     wHndl   -  Not used in this version.

       Return:

     Current window handle

       Example:

     twCentre(2,"* TSDWIN Organizes Screens *","GR+/B")
